Cook County Energy Benchmarking

Passed in July 2014, the Cook County Building Energy Benchmarking Ordinance requires annual tracking of energy and water use for county-owned buildings that are larger than 35,000 square feet. In addition to reporting, the ordinance also requires that this annual data is available to the public.

The energy benchmarking ordinance was passed by the Cook County Board of Commissioners after a 2013 report demonstrated that certain energy improvements in 33 county buildings had led to an overall energy reduction of 11% since 2010 and saved taxpayers approximately $3 million. The County has the goal of being a world-class model of sustainability by reducing 80% of GHG by county-owned buildings by 2050 and passed this ordinance after discovering that buildings account for two-thirds of greenhouse gas emissions in the area.

Any government county-owned building that’s over 35,000 square feet located in Cook County is required to comply.

The county requires building owners to report their energy usage annually via the ENERGY STAR® Portfolio Manager tool by August 1st.

All energy utilities including electricity, natural gas, district energy, and any other purchased fuel type used to operate your building.

Water is another utility required for reporting.

Building owners must report their energy usage data to EPA’s Portfolio Manager, a reporting tool that allows building owners to compare their building’s energy efficiency with similar buildings.
