Portland Energy Benchmarking

On November 7, 2016, the City of Portland adopted an energy benchmarking ordinance, Chapter 6, Article X, Page 65 (PDF), which requires covered properties to annually report water and energy usage.

One of the Sustainability Office’s focuses is "Buildings and Energy." The city has goals for transitioning to renewable sources of electricity, increasing the energy efficiency of new and existing buildings, and transitioning building systems to electric heating and cooling. Collectively, our actions in this area account for 71% of our cumulative greenhouse gas emissions savings between now and 2050.

If you own or manage a public city building that is at least 5,000 square feet, or any commercial or multifamily building of at least 20,000 square feet, you are required to comply. For 2023, only single-tenant buildings were required to comply.

The city requires building owners to report their energy and water usage annually via the ENERGY STAR® Portfolio Manager tool by April 22, 2024.

All energy utilities including electricity, natural gas, district energy, and any other purchased fuel type used to operate your building.

Water is another utility required for reporting.

The fines for non-compliance are $20 per day.

Building owners must report their energy usage data to EPA’s Portfolio Manager, a reporting tool that allows building owners to compare their building’s energy efficiency with similar buildings.
